Resumo: The paper aims to contribute to the reflection, analysis, and discussion of the importance of mobilization and active participation of territorial agents in the tourism planning process, particularly in low-density rural territories. For this purpose, we present the case study of the tourist destination of Vila de Rei, in the Centro region (Portugal), focused on the use of participatory methodologies in the tourism planning process. The mobilization and participation of territorial agents in the various stages of the process - strategic diagnosis, action plan and implementation - was achieved due to the adoption and combination of methods and techniques associated with participatory methodologies, as evidenced by the action of co-creating tourism experiences. It was therefore verified that participatory methodologies can play an important role in tourism development, supporting researchers, local authorities, and managers of tourism destinations.
