Resumo: Considering the fact Regional Governance Boards (RGB) of Minas Gerais is a long-standing policy, with over two decades of existence and still in operation, and that it is central for the government purposes such as resource distribution, this study evaluates the level of governance of the RGB, aiming to propose a ranking in terms of their degree of development. To do so, support was sought in the theoretical-methodological framework anchored in the theory of organized collective action and the clinical method to frame the issue of tourist governance of the IGRs - formerly called tourist circuits - which are the guiding axis of the Tourism Regionalization Policy in Minas Gerais since 2003. Methodologically, this empirical research, of a mixed quantitative-qualitative nature, relied on data collected from 22 IGRs in MG. As a mixed research instrument with closed and open-ended questions, with 60 questions organized into 5 blocks and administered online (e-survey), between December 2022 and May 2023. The results show that the level of governance in Minas Gerais IGRs is low. It is concluded that the issue of governance in Minas Gerais IGRs is still a challenge for municipalities, which are nevertheless struggling to formalize elementary issues related to tourism, from legal, institutional, and financial matters, which together with a lack of cooperation and coordination prevent tourism from being a pathway to regional development.
