Resumo: Governance is the capacity and ability to govern with a balance between the State, the market and society, to achieve permanent economic, social and institutional development. Public policies constitute government actions of public interest to address specific public problems with the participation of citizens. Governance is a mechanism to reduce the gap between the State and society and contribute to good administration. Implementing these tools in the design of public policies is a challenge that Mexican Federalism faces today to achieve more transparent, effective and efficient public spending.
