Resumo: When it comes to developing and planning a destination, the symbiosis between culture and tourism is inevitably one of the strategies to be taken into account, both for the contribution of territorial innovation that tourist experiences bring, and for the authenticity offered by cultural heritage. In this sense, the present work identifies and classifies, based on a qualitative analysis of the applied interviews, the cultural resources with greater expression and potential to promote the city of Tomar in an international visitation perspective. This study will start from an exploratory research based on a systematic literature review, addressing both the main historical landmarks that contributed to the construction of the city's cultural identity, and the strategies of valorisation in the tourism plan, which will be validated with in situ visits. It is understood that the different uses of culture as a factor of tourism development are based on the construction of the identity of a place, being the object of study the city of Tomar. The different local agents are, therefore, responsible for the preservation of this local cultural identity, being cultural manifestations a way of promoting tourism activities, insofar as they must aim at safeguarding and preserving the knowledge that generates cultural identity. This study will help to understand how the local culture of the city of Tomar, based on its own local identity, can influence, and allow the development of tourism activity
