Resumo: The purpose of this document was to diagnose the tourism sector of the Municipality of Pamplona, Colombia, with the aim of identifying the possibility of implementing a tourism cluster in the region. A brief analysis of the different theoretical theories on tourism and clusters as well as a model in which the different elements that intervene in the tourism of the municipality were presented. Results indicated that the region offers different tourist attractions, a broad tourist infrastructure network, small number of local support institutions, low investment, reduced cooperation and a workforce with low qualifications. Therefore, there is a need to consolidate the tourist cluster of the Municipality of Pamplona under a coherent organizational structure, which will reduce the obstacles and stimulate the participation of the actors involved.
