Resumo: The organization of tourism activity in Mexico is based on the public policies that the federal government has generated –since the 1960s- to add the country into the global dynamics of tourism; and nowadays, to consolidate and diversify its offer. In the case of northeastern Mexico, tourism is based on its natural, cultural and economic attractions diversity. However, public policy, public and private sector’s action, together with social factors, are not coordinated to achieve the touristic impulse for the region. From an analysis elaborated from bibliographic, press analysis and statistical sources of the economic, social and political structure of the last six years of the federal and state government (2000-2018), as well as the touristic offer; potentials are distinguished and guidelines for project planning and tourism development are proposed.
