Resumo: This paper analyses the implementation of environmental policy and tourism in the protected natural area “La Encrucijada” in México. The study is based on techniques such as extensive interviews of key informants and the cooperative observation of two ecotourism organizations. The results show that the ecotourism policy has not achieved a positive impact on the economic development of these organizations and has not generated participative and inclusive processes nor environmental governance. Therefore, it is necessary to reactivate the tourist activity with the creation of networks of cooperatives and financing of the public and private sector.
