Resumo: The objective of this paper is to analyze the social representation about the establishment of public policies, particularly in the field of tourism, referring to the Integrally Planned Centers (CIPs): Cancún, Quintana Roo, Litibú, Nayarit and Ixtapa-Zihuatanejo, Guerrero. For this reason, we propose the next three sections: a) The theoretical model of social representation concerning the implementation of public policies; b) The policies of the Mexican State aimed at the development of tourism; c) The results of the fieldwork on the social representation of local populations and the effects of tourism policy in the CIPs.
