Resumo: The results obtained in previous frameworks corroborate the failure of financing programs that have opted for partial view of the territory at the expense of reading transverse to block integration at the level of dimensionality (regional policies) and multisectoral (sectoral policies), this panorama aggravated when there is this line in rural areas.
