Resumo: The main proposal of this study is to analyze how the notions of territory, creative economics and creative cities contribute to the understanding of the formation of creative territories in the tourism context. The bibliographic method was adopted under the premise that the sustainable development of tourism has been increasingly aligned with cultural elements and creativity in the contemporary. As results, considering the notions of territory and social capital, it was found that it is possible to identify different levels of creative territories that can coexist in a city or in a cluster of municipalities. This allows a broader understanding of the creation process of possible creative tourist territories, which is important for tourism and destinations management.
