Resumo: In this paper we have analysed the development in a territorial fraction named district of Lavras Novas, in Ouro Preto (Estate of Minas Gerais, in Brazil) characterized by an high influence of tourism activity. This study aimed to understand the political and institutional structure of tourism in the district of Lavras Novas and the relationship between tourism enterprises and local and extra-local dominion. Thus, we sought to exploit theoretical elements from the local development and tourism issues. There was used a qualitative methodological approach and data was collected through interviews with managers or owners of inns and restaurants, members of native organizations and government representatives. Job creation was the main variable positively perceived by the residents; however, it was noticed that due to a predominance of hotels and restaurants owned by outside investors only a minor part of the income remains in the local community.
