Resumo: In many small island states and territories (SIST), with relatively uncompetitive economies, tourism represents a development opportunity. Given its characteristics, the research on island destinations has gained increasing relevance, being assumed that these territories have important features in common. In this article, which begins by addressing different geographical realities, the goal is to present the basis of a planning proposal and model for tourist development for transition SIST, applied to the Azores, as a study case. To develop this proposal, a literature review on state of the art research on island tourism was carried out, followed by an empirical investigation using questionnaires that were applied to a wide range of stakeholders in tourism in the Azores.
