Resumo: This article highlights the importance of participation in tourism planning, with reference to the guidelines of the Tourism Regionalization Programme ‘Brazilian Routes’. The objective of this work is to analyse the participation of the city of Goiânia, as the inductor of the establishment of cooperation networks among the cities which constitute the so-called ‘Business Region’ in the State of Goiás. To carry out this research, the technique of data triangulation was applied, by analysing written documents on the politics of tourism regionalization and interviewing key players in the process of regionalized tourism planning in Brazil, in Goiás and in the cities of the ‘Business Region’. Results show that the Tourism Regionalization Programme is not enough for the construction of a participatory planning in tourism; thus, and previously to this process, it also necessary that all cities involved have properly identified the intentionality of their participation and have dialogued on behalf of it.
