Resumo: The National Strategic Tourism Plan for 2006 placed Portugal as one of the fastest growing countries in EU, that considered tourism as the engine of growth for its national economy. Believing that this development will be sustainable, maintaining natural and cultural values, we are looking for growth based on the 'qualification and competitiveness of supply'. Quality tourism should be based on a proper territorial planning that respects the identity of the space and the versatility of the time. It must have solid bases for the preservation of cultural identity, good gastronomy, to preserve the natural environment and allow experiences in a singular space. Quality tourism should focus on diversifying the services and in supporting visitors’ safety and mobility.In this context, the objective of this study is to understand the need to create a quality and qualified tourism that meet the needs of people with reduced mobility, by creating a detailed plan on a national scale that fits to the accessibility needs at the local level.We present an applied case study about the development of Accessible Portugal project with its mission in providing an excellent tourism through quality and competence in offering affordable tourism, respecting and understanding the differences between people, places or preferences.
