Resumo: Tourism planning, fundamental on both studies and professional experience of tourismologists, is revised as new knowledge is incorporated by researchers and scholars of tourism. This paper discusses relevant aspects related to the topic of tourism planning theory, involving conceptual evolution, its instrumentality for the sustainable tourism, the territories, the processes used on similarities and differences, the factors that hinder its success and the new planning model grounded in the collaborative process. In order to perform this thread, the study presents a qualitative approach for bibliographic search technique. The results indicate wear of the theme, as well as demonstrate the need to adapt the tourism planning methods to behold the tourism variables in an integrated manner. A more efficient approach for planning as a process was identified, which signals ways for the sustainable tourism considering the residents, the nature use, society and nature relationships and appreciation of local culture. This approach is exemplified through the Local Productive Arrangements in Community Based Tourism, tourism planning model with emphasis on collaboration.
