Resumo: The article presents the fundamental issues of a tourism regulation planning and development system and its framing and relevance in the Portuguese Planning Law.The analysis of tourism and territorial planning regulation of the autonomous regions of Azores and Madeira is observed in a political and systematic perspective of tourism systems. The Portuguese Law strengths and weaknesses to the effectiveness of tourism systems are discussed, by comparison with a selected international experience (Spain, strengthened by the diversity of its autonomous regions). The conclusions pointed a need of profound regulation reforms in order to obtain an improvement of the organizational tourism planning sector, considered by political leaders as strategic for country´s development.
