Resumo: The City of Conde is located in the North coast of the State of Bahia, Brazil, crossed by the Linha Verde Road. Its economy involves mainly agriculture, but some other non-agricultural activities such as tourism already take part of it. The purpose of this study was to analyze the rural communication models developed by Conde Municipal Administration to organize the Tourism Municipal Council in which take part different segments of organized civil society. The analysis is concentrated on fisherman representation on that Council through their organization (The Fisherman Colony). Fisherman quotidian (daily life experiences) has been defined as the research area, understanding that it is in the quotidian where that social category produce, reproduce and give sense to their lives. Participating observation and semi-structured interviews have been used as techniques of research. The conclusions show that there is no Tourism Municipal Council in fact. The communication model used to form the Tourism Council was pseudo-participating. As fishings activities in Conde are presently facing a crisis due to predatory actions of the boats fishing, tourism becomes quite a redemption activity for fishing population, which has already absorved it in aily life.
