Resumo: Currently, there are internationally recognized heritage tourist destinations for applying governance, in which the need for a Management Entity that brings together the actors involved in tourism management and contemplates compliance with the principles of good governance is evident. The objective of this work is to evaluate the role of the municipal government in the management and revitalization of the city of Camagüey as a tourist destination based on the references that should be observed to move towards a tourism governance model. As a fundamental result, the principles and indicators of tourism governance appropriate to the context of Cuban heritage destinations are proposed and validated, and finally an action plan is proposed to promote the city's tourism management with the integration of all sectors.
