Resumo: This paper characterizes the economic development of the rural community of Bahía de los Angeles, Mexico, through the estimation of the Social Accounting Matrix, using direct information, under the hypothesis that tourism constitutes the engine of its economic development based on the utilization and attractiveness of its natural resources, while fishing and other sectors are marginal. Results contradict this hypothesis, suggesting that fishing, even with imposition of environmental controls, together with trade and services, explain better its dynamics, and tourism plays a marginal role. However, it is concluded that the development of this community requires a mixed public policy approach that integrates endogenous and exogenous factors wherein geographical characteristics, natural assets and biodiversity should be valued as a competitive advantage, and both fishing and tourism should play a preponderant role for the future development of this place. Some elements of public policy are proposed in the paper.
