Resumo: This research presents an analysis of the formation and structuring process of tourism in Rio Grande do Norte examining the historical evolution of the tourism planning in its territory; to do so, it sought to understand the context of tourism public policies implemented by the federal government and the actions focused on the development of the activity undertaken by the State. The investigation, which was developed in the second half of 2011, was essentially bibliographical and documentary; the dialectic method prevailed in its analysis. After this study it was noticed that the decision of Rio Grande do Norte in choosing to invest in its territory preparation for the tourism development even before the Federal Government address the issue was decisive for the success that today the state reaches in relation to the development of the activity. The diversification of its tourism was also facilitated by the preparation and care that the Potiguar State had in relation to the planning of tourism in its territory; these actions provided experiences for the structuring of new and varied tourism products and facilitated the search for improvement, aiming to promote the State in the development of tourism.
